Preface

 
The RTI Act 2005 was enacted on 15th of June 2005. Some of its provisions came into force on 15th June 2005 and all other provisions on 12th Oct. 2005. All the Power Sector Companies of Rajasthan have been established by Notification issued on 19th 0f July 2000 by the Government of Rajasthan, Energy Department, hence, each of them is a Public Authority as defined under section 2 (h) (d) of RTI Act 2005.

As required U/S 26 of this Act, the Coordination Committee in its 90th meeting held on 24.01.2006 resolved to develop and organize training programmes for the State Public Information Officers, State Assistant Public Information Officers & Department Appellate Authorities appointed U/S 5 of this Act as well as for the cutting edge level staff and the consumers. It was also resolved that a manual on RTI would be prepared and published for the benefit of the trainees as well as stakeholders.

That is why this manual has been brought out. It has been compiled by the Secretary (Admn.) RVPN Shri Veerendra Singh Bankawat, RAS who has also been a faculty on the subject at HCM, RIPA, Jaipur.The RTI Act, RTI Rules (Central), RTI Rules, Rajasthan, User Guide, FAQs on RTI, separate Guides for State Public Information Officers, State Assistant Public Information Officers, DAAs and Names, Addresses and Telephone Numbers of SPIOs, SAPIOs & DAAs of all the Five Power Sector Companies of Rajasthan have been included in it as main contents.

I hope this manual would be very useful to not only the DAAs, SPIOs, SAPIOS and other officers of the 5 Power Sector Companies of Rajasthan but also to the stakeholders who want to buy it.
